Cannot get it to update, cannot delete it from my iPad

Tried repeatedly to update it, but it just just doesnt complete. The icon on the home page shows it frayed out with the word "Installing" in the icon. When I realized it wouldnt update, I tried to delete it, perhaps so I could start from scratch. But I cant delete it either. Disappointing.
